Why I am Getting Limit Error on Purchase Code Activation?
The theme activation process displays this message when you activate your purchase code beyond the allowed limit.
As per the Themeforest license policy, customers can only use a theme on one domain/location. For more information, please see the ThemeForest license policy.
But keeping in mind the ease of the user, we allow two activations. But the condition should be that both (development and production) instances must be for the same site. A user cannot use two different setups for two separate sites.
